Deployment of Information Technology Resources in Government Organizations Law A Royal Decree was issued on 12/06/2003 endorsing a temporary law entitled “Deployment of Information Technology Resources in Government Organization Law”. The law was published in the Official Gazette on 16/06/2003. It basically aims at efficiently handling, procuring, managing and operating the logistics of information technology resources in the public sector. The main objective is to cost-effectively and qualitatively enhance the services of government organizations to ensure optimum national interest. Clauses number (6 and 19) stipulated the establishment of a “National Information Technology Centre” as a legal successor to the National Information Centre. The main objectives of the new Centre are:
v To participate in implementing the national strategy, plans and programs that are related to the deployment of information technology resources in government organizations. v To establish and manage an integrated and comprehensive information system at the national level, by linking the various organizations in the public sector to a national network. The network will coordinate efforts and facilitate the provision and accessibility to integrated and timely socio-economic and technological information, produced by the public sector to users in both, the public and private sectors.
To fulfill its objectives, the NITC is tasked with the following responsibilities: - Provide and index the main databases at the national level and develop software related to the use of an integrated national information system. - Conduct surveys and studies related to IT resources needs of government organizations. - Manage the Top Level Domain Local Registry for .jo. - Prepare plans and programs to train government organizations staff on proper IT utilization of resources. - Issue and distribute publications in all topics that are related to IT resources development and applications. - Participate in local and international conferences and expert meetings related to the objectives of the Centre. - Provide consultancies in areas relating to IT resources and specifications. - Execute plans, programs and assignments in accordance with the national strategy. - Make available, operate and maintain any IT resource in accordance with the strategy , plans , programs , ministerial decision and mutual agreement with of the public organizations. - Issue technical and operational specifications.
The Centre will be managed by a committee headed by the minister of the Ministry of Information Communication Technology. The Committee will draw NITC general policies and approve its plans and programs.
Dr. Yousef Nusseir Appointed Director General of NITC
The Council of Ministers decided on 2/12/2003 to reappoint Dr. Yousef Nusseir, Director General of the National Information Technology Centre. Dr. Nusseir has been the President of the National Information Centre since it was established in 1993.
Operation Center of the E-Government at NITC
In March 2003, the National Information Technology Centre was assigned the task of hosting and operating the Operation Center for the E-Government. The duties include the supervision of the technical operations and the provision of email services for the organizations that are participating in the first stage of the E-government project. The Operation Centre was allocated space at NITC and was supplied with the following equipment:
The Operation Centre is considered the nucleus
of the Government Security Network for the E-Government initiative which
includes, in phase one, the following organizations:
To provide the organizations with email service, the organizations were connected with the Operation Centre via 2mb/sec. communication channel. The general aim is to widen the scope of the service and use new applications, as more organizations participate in the E-Government project.
Labor Sector Information Coordination Committee
The Labor Sector Information Coordination Committee in the labor subnetwork, held fifteen meetings in 2003. The meetings were mainly concerned with discussing the following elements in labor information service: - Integration, comprehensiveness, timeliness and reliability of Labor information. - Strengthening coordination in the labor sector information generation organizations. - Facilitate labor information accessibility to users. - Ensure a user-friendly procedure for services provided by the labor sector to the citizen. Two desks will be set up for this purpose: 1. Laborers complaints desk. 2. Training applications desk.
The same training will be given, in future, to special staff members in the Social Security Organization and the Civil Service Bureau who both deal with labor complaints. The procedure for applying to training in the Civil Service Bureau is being designed and developed by a technical task force at the National Information Technology Centre. It will be ready in March 2004.
